Resolved Question: What is Ron Paul's record of effectiveness in Congress?

In his 21 years in Congress, what sort of major legislation did he write or sponsor, and then help lead to becoming law? Conversely, for those of you who believe that more legislation is not a good gauge of effectiveness, can you point to any major legislation that Ron Paul was instrumental in stopping? Before I cast a vote for him, I want to know if he was effective in the job he's held for 21 of the last 25 years, one way or another.
